What is a Property Condition Assessment (PCA)?

A PCA is a voluntary commercial real estate due diligence process that assesses the physical condition of a commercial building, and includes the following: 

1.     Walk-Through Survey: A non-intrusive survey of all primary buildings is completed to evaluate the condition of major interior and exterior building systems and building components and to identify physical deficiencies. Electrical, plumbing, and HVAC mechanical systems, the structural frame, roofing system, building envelope, escalators/elevators, and fire protection and life safety systems are assessed. Site improvements such as paving/curbing/parking, stormwater drainage, and flatwork are also assessed.

2.     Document Reviews and Interviews: Interviews are conducted with person(s) knowledgeable about the maintenance and repair of the building. Building department and fire department records and available documents such as construction/design drawings, certificate of occupancy, mechanical system warranties, and records documenting the age of building systems and building components are reviewed.

3.     Opinions of Costs: An opinion is provided regarding the physical condition and expected and remaining useful life of building systems and building components and estimated short-term and long-term costs for maintenance and renewal and to remedy physical deficiencies. Costs for deficiencies requiring immediate action and a course of action and timeline for the repairs are also provided. Physical deficiencies outside the scope of a PCA warranting further assessment should be discussed and related costs provided.

4.      Issuance of the PCA: Non-scope considerations may be included and tailored to meet the needs of the User of the PCA.
